Nippon Cargo Airlines (Headquartered in Narita, Chiba: President Tadamasa Ishida) filed an application on October 8 with the Ministry of Land, Infrastructure and Transport to revise its fuel surcharges for flights out of Japan. NCA's application to revise its fuel surcharges was approved by the Ministry on October 30 to take effect as of November 1, 2009.

        TC2 (Europe, Africa and Middle East): JPY58/Kg?? (Decreased by JPY7)
        TC3 long distance (TC3 excluding the following): JPY49/??????(Decreased by JPY6)
        TC3 short distance (Hong Kong, China and Korea): JPY41/Kg?? (Decreased by JPY5)
