Request for cargo information to comply with ACAS program –update–

In further response to security threats, the Air Cargo Advance Screening (ACAS) program will be effect on 12th June 2019 after the 1 year grace period. As part of the ACAS program, Airline carriers must submit an air cargo data electronically to CBP at the earliest point practicable and prior to loading the cargo onto aircraft destined to or transiting through the United States. We would like to request all of you to submit following mandotory information to us in timely manner to respond to this program. We appreciate your understanding and cooperation.

 

1. Effective date:June 12th, 2019 (From the 1st flight arrived to US)

2. Applicable cargo:Any cargo destined to or transiting through the United State

3. Required data and information :

FWB and FHL messages based on standard IATA Cargo-IMP.
(Please coop with submit the messages at least 4 hours prior to the departure.)
Airway bill document and House airway bill document.
(Please coop with submit the documents at least 3 hours prior to the departure.)

The following data elements needs to be included
・House Airway Bill (Maximum 12 digit) & AWB (Standard 11 digit) number
・Shipper name & address
・Consignee name & address
・Total pieces
・Gross Weight
・Description of goods

4. For Self-reporter (Direct filer) *** Update ***

Please submit the HAWB data to CBP/HDS in advance and confirm that received responses from US authorities without problems before deliver the shipment to us. If you received a *PER/PSN message from US authorities after the shipment delivered, please notify us as soon as possible. *PER/PSN = SN、6H、6J、6I、7H、7J、7I、8H、8J、8I

5. Non data provision in advance.

If you don’t submit any cargo information in timely manner, it might be possible to offload your shipment.

6. Confidentiality

The contents of cargo information submitted by customers will only be used transportation purposes. We will not disclose the information to third parties without your permission.

7. Liability

We might charge to you for penalties and fines imposed on us by the US authorities if it is arising from customer's negligence.
