US 49CFR New Requirements for Emergency Contact Number (Amendment)
Dear Customers,
Thank you for your understanding and cooperation for flight safety.
The amendments of 49CFR (US Regulations) published on October 19, 2009 and September 1, 2010 will be effective from October 1, 2010. Those amendments include the following new requirements for emergency response telephone number on the Shipper’s Declaration.
Those requirements are applicable to transport of dangerous goods to/from/through USA unless otherwise excepted in 49CFR.
Emergency response telephone number:
1. The emergency response telephone number must include area code and if the emergency
telephone number is located outside USA, the international access code or the “+” sign, country
code, and city code as appropriate, must be included; and
2. When the shipper is same as emergency response information provider (ERI provider), the
emergency response telephone number must be entered on the shipper’s declaration
(Example 1). And in addition to the above emergency response telephone number, the name of
the person or department responsible for emergency response information may be added
immediately before, after, above or below the emergency response telephone number
(Example 2 and 3).
Examples:
1) Emergency contact: +81-3-1234-5678
2) Emergency Contact: +81-3-1234-5678/Taro Nippon (the name of person responsible for
emergency response information)
3) Emergency Contact: +81-3-1234-5678/Chemical Research Group (the name of department
responsible for emergency response information)
OR
3. When the ERI provider is an outside agency or organization capable of, and accepting
responsibility for, providing the detailed information;
(1) If the shipper has a direct contract with the ERI provider, the emergency response telephone
number and the name of the ERI provider must be entered on the shipper’s declaration
(Example 1).
And in addition to the emergency response telephone number and the name of the ERI
provider, the person who is registered with the ERI provider may be identified by name, contract
number or other unique identifier assigned by the ERI provider, on the shipper’s declaration
immediately before, after, above or below the emergency response telephone number (Example
2-4).
Examples
1) Emergency Contact: 310-1234-5678 (the name of ERI provider)
2) Emergency Contact: 310-1234-5678 (the name of ERI provider) / John Smith (who is
registered with the ERI provider)
3) Emergency Contact: 310-1234-5678 (the name of ERI provider) / ABC Chemical Company
(which is registered with the ERI provider).
4) Emergency Contact: 310-1234-5678 (the name of ERI provider) / Contract number 3456
(2) If the ERI provider has a contract with third party (other than the shipper, the shipper has no
direct contract with the ERI provider), the emergency response telephone number and the name
of the ERI provider must be entered on the shipper’s declaration.
And in addition to the emergency response telephone number, the person who is registered with
the ERI provider must be identified by name, contract number or other unique identifier
assigned by the ERI provider, on the shipper’s declaration immediately before, after, above or
below the emergency response telephone number unless the name or identifier is entered
elsewhere on the shipper’s declaration in a prominent, readily identifiable, and clearly visible
manner that allows the information to be easily and quickly found.
Example
1) Emergency Contact: 310-1234-5678 (the name of ERI provider) / John Smith
(who is registered with the ERI provider);
2) Emergency Contact: 310-1234-5678 (the name of ERI provider) / ABC Chemical
Company (which is registered with the ERI provider) or;
3) Emergency Contact: 310-1234-5678 (the name of ERI provider) / Contract number
3456
Note: Mandatory requirements are indicated in bold and recommended requirements are indicated in
light.
And if other country(ies) or operator(s) also require emergency contact number, all of those
requirements must also be observed.
