Re: Lithium Batteries handling revision from 1st April 2016

Thank you for your understanding and cooperation for flight safety.
As of 1st April 2016, the regulations of lithium batteries in the IATA Dangerous Goods Regulations 57th edition will be revised. To ensure flight safety and smooth handling, we summarized important changes for easy understanding.

  • 1)IATA DGR lithium battery handling revision and NCA handling policy

    IATA DGR Revision NCA handling policy
    A UN3480 Lithium ion batteries (PI 965 Section IA, IB, II) is prohibited to transport in Passenger Aircraft. NCA will accept and transport shipment in condition that shipment complies with IATA DGR.
    The label of “Cargo Aircraft Only” shall be attached to the shipment.
    B UN3480 Lithium ion batteries (PI965 Section IA, IB, II) must be offered for transport at a state of charge (SoC) not exceeding 30% of their rated design capacity. NCA will accept and transport shipment in condition that shipment complies with IATA DGR.
    No need to submit certification which shows State of Charge.
    C Packages and overpacks of UN3480 Lithium ion batteries (PI965 Section II) must be offered to the operator separately from cargo which is not subject to these Instructions and must not be loaded into a unit load device before being offered to the operator. NCA will accept and transport shipment in condition that shipment complies with IATA DGR.
    D For UN3090 Lithium metal batteries (PI968 Section II) and UN3480 Lithium ion batteries (PI965 Section II), a shipper is not permitted to offer for transport more than one (1) package in any single consignment. NCA will accept and transport shipment in condition that shipment complies with IATA DGR.
    NCA regards “Consignment” as “House Air Waybill”.
    E For UN3090 Lithium metal batteries (PI968 Section II) and UN3480 Lithium ion batteries (PI965 Section II), not more than one (1) package may be placed in an overpack. NCA will accept and transport shipment in condition that shipment complies with IATA DGR.
    F (NCA additional requirement) For UN3480 Lithium ion batteries (Section2), following information is required in AWB “Nature & Quantity of Goods” column.
    • house AWB number which contains UN3480 Lithium ion batteries Section II. (If there is no house AWB, this item is not applicable.)
    • number of packages of UN3480 Lithium ion batteries Section II per house AWB (if there is no house AWB, the number of packages per AWB must be written)
    • Net Weight of UN3480 Lithium ion batteries Section II in each package

If there is a difference between these summaries and the IATA Dangerous Goods Regulations, the IATA Dangerous Goods Regulations prevail. Therefore, the IATA Dangerous Goods Regulations must be observed when you handle lithium batteries.
